QUESTION
To contain the spread of a virus, and in line with the World Health Organization’s declaration of a pandemic, the President declared martial law throughout the entire Philippine archipelago. As an additional justification, the Proclamation declaring martial law cited the possibility that health protocols might not be followed. A law student filed a petition before the Supreme Court questioning the sufficiency of the constitutional and factual bases for the martial law declaration. Does the law student have standing to file this action? Explain briefly.
